Reports on the stuttering start of the reformed plan-making system. The first two Local Development Frameworks produced by Lichfield DC and Stafford BC have been pronounced unsound by the inspectors and sent back for redrafting. Describes the key criticisms of the core strategies and the two authorities' reactions to the inspectors' assessment. The local authorities were critical of the inadequate government guidance on what a core strategy should consist of. It was felt that credibility of planning reform must not be damaged by a lack of effective collaboration and partnership between local authorities and government.
