Examines the proposals for a National Planning Framework (NPF) in Scotland. Looks at the tradition of subjecting controversial planning proposals to public scrutiny. Considers the NPF process, public participation, human rights and the NPF, the NPF in operation and its potential contribution to sustainable development. Points out that under the Planning etc (Scotland) Bill as currently drafted future policymakers could promote specific development proposals including site-specific proposals and proposals not necessarily involving public infrastructure. Believes that combined with the lack of legal right for the making of objections or scope for independent examination of proposals, there is a case for inclusion in the Bill of greater checks and balances as used elsewhere in the planning system
