Following the announcement of the second round of urban development corporations , this article looks at the achievements of those set up in 1981 in the London and Liverpool docklands and discusses whether they match the objectives set up for UDCs; whether the scale of development meets the scale of problems set and what this means for the new corporations in Manchester , Cardiff and Cleveland .
