Discusses why the Scottish Parliament building has failed to live up to its green credentials. Breaks down the engineer's strategy to reduce energy use, looking at the ventilation, cooling, heating and insulation measures. Suggests a key reason for Holyrood's high energy consumption since opening is the complex lighting strategy. Also suggests that mechanically ventilated parts of the complex are not making the most of variable speed pumps and fans, and that embodied energy in the building is high because of the large quantity of concrete used. Concludes that Holyrood only achieved a high BREEAM rating because it was assessed during the design stage.
