Discusses the need to reform the Building Regulations and related rules (the CDM Regulations and those covering fire, water, gas etc), to rid the system of inconsistencies and duplication. Highlights that requirements relating to competence are inconsistent when different parts of the Building Regulations are compared and under the various regimes (ie for plumbers). Suggests that competent persons schemes should be developed to embrace all the different requirements, which should improve enforcement.
