Discusses industry concerns over government plans to make all new housing carbon neutral by 2016. Suggests that achieving zero carbon may not be feasible and to get a 40% reduction in carbon emissions would mean going for large-scale off-site generation. Highlights BedZED as one of the few zero carbon developments in existence and examines BioRegional's plans for its Z-squared scheme on the Thames Gateway, with biomass CHP as a possible energy solution. Looks at the problems of reducing carbon emissions in individual dwellings and concludes by highlighting the issue of cost.
