Reveals that there is a general apathy towards energy certificates, and that most landlords and occupiers would rather live with a poor rating than changing their practices. Reports that three-quarters of building occupiers and landlords will do nothing or only make minor changes when energy certificates for non-houing take effect. Reports that 47% of respondents had already appointed an energy advisor, that 25% said improving the building fabric was not a consideration, that 50% said they had already taken steps to change employee behaviour to reduce energy consumption and that 72% said that reduced business rates would be an incentive to improve their portfolio.
