Examines Planning Advice Note 81 and its significance in the development of the planning system. It contains advice on best practice for encouraging communities to engage with planning. This article argues that the new RTPI guidelines represent a distillation of the aims of the Planning etc Scotland Act 2006, which comes into force in 2008. Those aims include an inclusive and accessible system which is based upon community engagement.
