Describes the need for a new process of delivering sustainable transport improvements. Argues that all developments being scrutinised by Scottish Parliament is not a satisfactory arrangement. Describes the main provisions of the Bill, which only requires works of national strategic interest to obtain an Order from Scottish Parliament. It is based on the English Transport and Works Act 1992. Describes experiences under that Act, and areas where the Bill differs.
