Contains the text of the Secretary of State for Communities and Local Government's statement to parliament on 22 May 2007 regarding changes to the introduction of HIP legislation. Introduction is delayed until 1 August and will be phased in. Makes reference to RICS' judicial review regarding EPCs, and to the shortage of accredited assessors.
