Describes the effect of the Sportelli case (L135153) setting a 5% limit on deferment rates for flats. Leaseholders wishing to buy with a long lease remaining will see the cost of their flats rise. This will make the enfranchisement of large blocks of flats much harder to achieve. Freeholders will be in a position to offer individual lease holders extensions back up to 99 years with an increase in ground rent. This will be more attractive to most leaseholders. Suggests three possible solutions for leaseholders wishing to buy freehold.
