HIPs to slip through massive Government loop-hole [electronic resource]

Reports that the RICS believes it has identified a loophole in the Government's HIP regulations. Sellers may only need to commission a pack prior to the exchange of contracts. After the exchange, there will be no penalties if the pack is not delivered. If correct, this would effectively provide a way for sellers to avoid the cost of the packs.
