Looks back on the history of planning reform over the last century. Provides an overview of regular and ongoing problems with the system. Planning laws are becoming more complex with continuing reform. Regulations were over simplistic in earlier times, but held the advantage that all parties could understand the situation. Examines the major legislative milestones, particularly the four Planning Acts of 1990. Provides a timeline of major events. Argues that the current public perception is of an overloaded planning system. It is failing due to a lack of resources and inability to employ the right people.
