Reports on progress at St Helier's major waterfront redevelopment. Progress has been slow, and not all planning has been approved. There is concern over retail provision. The mixed-use Castle Quay scheme is moving forward, with work about to start. Guernsey is to adopt "Zero 10" from 2008, a tax scheme which exempts most business profits. There are concerns it will shift the tax burden without improving business. The Isle of Man strategic plan encourages out-of-town commercial development in Douglas and the building of some 6 000 homes. It is criticised as poorly thought out and environmentally unfriendly.
