Describes opinions on the Merton environmental rule which has been created by the London Borough. Its aim is to ensure that new commercial buildings meet at least ten per cent of their energy needs from on-site renewable energy sources. Its principles have been adopted by both the London Mayor and central government. Critics of the rule include the British Property Foundation and numerous developers. Some argue that reducing energy use is a more important target. Others suggest that the problems of differing generation potentials make the percentage target difficult to justify.
