Reviews the purpose of, and need for, building regulations. Covers penalties for non-compliance and argues that in many cases even a successful prosecution does not result in major sanctions against offenders. Highlights the common problem of confusion with the regulatory framework. Suggests that self-regulation by end-users of buildings may have implications for the whole regulatory system. Concludes that laws should be kept as sparse as possible, that regulations may not be having their intended effect, and that the system is in any case capable of self regulating.
