Presents findings from European Cities Monitor annual survey and a separate survey of middle-sized European cities. Finds London still the top city, followed by Paris and Frankfurt. Availability of qualified staff has overtaken access to markets as the most important factor impacting on deciding where to locate. Also finds Luxembourg is the smartest city.
