C that the UK's housing shortage could be partially alleviated by a campaign of restoration and conversion of unused upper floors above shops. As many as 500 000 such units exist. Many were originally built as residential accommodation and are now used only for storage. However many of the suitable properties are controlled by central management companies who do not see short term residential tenancies as a profitable option. Ancillary storage is also preferred by retailers utilising just-in-time techniques. Initiatives aimed at solving the problem have failed due to pension regulations. Argues the need for revision of the regulatory framework.
