Looks at the concept of practical completion and discusses its implications in relation to PFI projects. Initially, there is the problem of definition of the works and their completion. Then, there is the issue of achieving the standard required by the end user, who is often defined as wider than the trust or general public. Finally, there is the issue of time and takeover. Concludes that there is a significant practical risk in not completing on time in a PFI project and therefore practical completion does not fit.
