Examines why developers are not yet committed to the idea of building properties for the express purpose of letting. Argues that the UK's culture is unique in having a population under 35 who are not content to let flats on affordable terms. Even following the buy-to-let boom, only 20% of Londoners rent privately. This compares with 45-65% in other European cities, where rent is viewed in the same paradigm as utility bills. Argues that the British system encourages only the worst landlords and tenants to remain. Outlines a proposed system for managed build-to-let, possibly including based on residential REITs.
