Reports that Government backing for the controversial planning policy known as the Merton Rule is in doubt. The policy as originally adopted by the London Borough of Merton requires new developments of over 500 square meters to achieve 10% carbon emission reduction through on-site renewables. 20 local planning authorities have adopted similar plans, and up to 150 others intend to follow suit.
