Argues that due to shortcomings, planning reforms introduced in 2004 have not had the desired effect. Offers practical suggestions to overcome the problem caused by this. Most local planning authorities (LPAs) have failed to prepare and adopt policies driven by the system of local development frameworks, a target which should have been met before October 2007. The required fundamental shift in thinking has not been embraced by LPAs or developers, with many unwilling to learn from their own mistakes under the new system. Complications with regional spatial strategies, lack of resources and other concerns have led to a policy gap.
