Examines the opportunities for development offered by surplus public land. Provides an overview of the options available in these circumstances: outright purchase, acting as an agent to the landowner, acting as a consultant to the landowner, or providing the landowner with terms, conditions and price quality standards. Such areas, which by nature are each unique, may offer opportunities to help meet the government's homebuilding targets. Considers whether such land plots can satisfy heritage organisations as well as planners. Community development issues are addressed.
