Appraises the extent to which a knowledge of local characteristics is important when planning for sustainable development of communities. Argues that measures relating to the planning of housing density must be complemented with an understanding of local context. PPS3 reflects the need to target residential density to local character. A failure to respect these aspects has led to local additions which have become dysfunctional within their communities. Issues such as movement patterns and flexibility of the urban form should be considered when developing community plans.
