Presents the findings of interviews with experts from property investment and building engineering on the Energy Performance Buildings Directive (EPBD), focusing on Energy Performance Certificates and the needs of UK property investors. Finds that there is still a need for clarification, despite the fact that the regulation process has been published. Finds the main areas of concern to be: cost of surveys; implementation difficulties; a shortage of assessors. Expects the EPBD to lead to a price differential in valuation in the short term and price chipping by buyers and tenants in the medium term.
