Considers some of the problems associated with dividing service charges between tenants in mixed-use leisure areas. In such developments, apportioning according to floor space often fails to provide a fair solution. Considers issues such as varied opening hours and destination occupiers which attract significantly more custom to the centre as a whole. Considers individual visitor footfall counts and note its widespread criticism by commercial tenants and the RICS code of practice on sercice charges in commercial property (L133990). Notes that as uses change over time, any scheme put in place will need constant review.
