Reviews policies relating to pollution control and planning. Argues that UK government policy over the previous 30 years has been to abdicate responsibility for these issues. It has promoted that use of planning powers to control pollution and urged that these remain separate from other agencies. Planning control policy now operates within the context of EU policies. Argues that because government does now wish to allow local planning authorities to stunt economic development, insufficient attention is being given to the prevention of pollution. Suggests that clarification of environmental objectives is essential if planning is to help mitigate pollution.
