Reports on obstacles which are being encountered in the drive toward residential development on brownfield land. Describes the operation of the hazard assessment model. Planners are seen as being overly cautious in respect of potential hazards such as gas holders. This stance has arisen in reaction to the Buncefield oil depot explosion. However, the materials and technology involved in gas holders are significantly different to the circumstances at Buncefield. The usefulness of the Health and Safety Executive's method of providing advice to planning authorities is called into question.
