Presents a Quality of Life Index and estimates the social cost of earthquake risk in Japan. From the estimated results produced by the index, finds that earthquake risk has a significant impact on quality of life and that there are important regional differences in terms of the social cost of earthquakes. Argues that the large regional variation in social costs stems from faults in the earthquake insurance market and suggests an alternative.
