Looks at Egan's original targets, and considers why many of his recommendations haven't been implemented. In particular, highlights OFT's recent investigation into contractor's rigging bids and points to research from Construction Excellence which measures progress towards the Egan goals. Concludes that while the industry has not yet achieved Egan?s nirvana, it has moved forward somewhat on all seven targets.
