Appeal from a decision of a deputy judge in the QBD, who upheld a decision of the SoS, quashing enforcement notices issued by the second respondents, Carrick DC, and granting limited planning permission. At issue was whether a mobile home comprising four units bolted together on site, was a caravan under the provisions of the Caravan Sites and Control of Development Act 1960 s29(1). Held, CA dismissed the appeal. SoS entitled to find that the structure was not a caravan within s29(1). The definition of `caravan` refers to a single structure capable of being moved as a single unit; the whole of the structure and not its component parts to possess the quality of mobility and to be capable of being towed or transported on a single-motor vehicle or trailer.
