Article argues that the legislative framework in place that is intended to limit development on green belt land has been ineffective at preventing a significant increase of development such land since 1997. States that over 1 100 hectares of green belt land have been lost each year since 1997 and that at least 45 240 homes have been built on it during the same period. Also looks at the revision of London's green belt boundaries to allow for more house building and other examples of changes to legislation (including eco-towns).
