Article looks at the proposed introduction of the community infrastructure levy (CIL) in light of the failure of the government to introduce planning gain supplement (PGS). Suggests that the CIL could have a detrimental affect upon the availability of affordable housing, as the proposed structure would see an awkward balance between CIL and scaled back S106 agreements to develop affordable properties. Posits that many local authorities are balancing the needs of developers and the communities in which they develop well and argues that additional taxes are an unwise decision during a period of financial downturn.
