Discusses the lack of clarity in relation to material and non-material changes of use, specifically as regards university campuses. Asserts that change of use is a matter of 'fact and degree' and suggests that change of use requests for seperate sections or 'hived off' areas off a campus are more likely to be granted than for areas integral to the main campus.
