Reveals that the UK planning system has changed beyond all recognition since 1997, broadening out from its regulatory core to include co-ordinating the spatial aspects of a range of policy agendas at both the local and regional levels, and providing a mediation forum. Charts the evolution of planning reform, and finds that the reformed planning system reflects both continuity and change from the past and that planning is no longer a single entity, but a fluid and adaptable process. Concludes that planning has been strengthened, but within an increasingly complex environment.
