Sets out revised advice to Planning Inspectors regarding S106 obligations, to the effect that if a proposed development is only acceptable if a financial contribution is made towards the cost of providing infrastructure, and there is no satisfactory obligation in place to secure such payment, then the appeal may have to be dismissed. This does not mean, however, that a condition should never be used.
