Can asking price provide a reliable indication of the impact of a negative externality such as the proximity of high voltage overhead power lines (HVOTL) when transaction data are scarce? An analysis of the value impacts of HVOTLs and other negative externalities relies almost entirely on valuer expertise. The research presented confirms that residential property values in England are also negatively affected by the presence of an HVOTL but indicates as well that using asking price as a substitute for transaction price can result in a serious underestimation of the impact of this type of environmental feature.
