Considers how to produce more houses that comply with the various standards within the Code for Sustainable Homes. Meeting the targets defined by the Climate Change Act 2008, will require a step change in refurbishment activity compared with current practice, involving many more homes and requiring more expensive and potentially more disruptive installations. The challenge is to persuade homeowners and landlords to make substantial investments in energy-saving improvements they know will generate only a relatively modest annual return in terms of cutting energy costs.
