[2010] EWHC 5 (Admin), 4 January 2010. M was the tenant of a registered social landlord (G) and wished to transfer properties with another tenant. G attached a condition to the transfer to the effect that M would have to pay arrears owed on a separate property, which he had occupied previously, before he would be allowed to transfer.
