In Waverley BC v Hilden and Others , ChD 4 June 1987, failure by the council to provide camping sites for gypsies, (the defendants), did not justify a continued breach of the criminal law by the defendants who refused to comply with enforcement notices and a stop order requiring them to cease using land which they owned as a site for their caravans without having planning permission to do so.
