Changes to the Carbon Reduction Commitment Energy Efficiency Scheme (CRC). The revenue from the sale of carbon allowances under the CRC will be retained by the exchequer rather than being recycled back to participants as originally planning. Also the CRC will be simplified to reduce the burden on business with the first allowance sale for 2011-12 emission now taking place in 2012 rather than 2011.
