Examines the proposed reforms to the Leasehold Valuation Tribunal's powers to award costs. Argues that the reforms are a positive development as they will give the LVT procedural rules akin to the Civil Procedural Rules (CPR) but they do not go far enough. For example under the proposed reforms in contrast to the CPR where a successful party is entitled to its costs there is still an element of fault which is arguably unfair as there is no level playing field.
