Outlines proposals for revising compulsory competitve tendering rules for local authority services forming part of new Local Government bill due to be published in November. Bill will also include plans for cct of local authority white-collar services and housing management (see WB 2729-13) as well as the new Local Government Commission`s proposed changes for English local government structure.
