QBD 29 September 1995. Two schemes were put forward for the development of food retail units near a new residential settlement. The second scheme was larger than the first. At debate was whether each of the propsals could be viewed as a `local centre` as permitted in the outline planning permission. It was decided that both proposals fell within the term `local centre` comprising shops, selling primarily convenience goods and having a relatively limited catchment area.
