The Caravans (Standard Community Charge and Rating) Act 1991 coming into force on 1 April 1991, removes liability by caravan owners for paying standard community charge . Apart from caravans designated for use as sole or main residence all will fall within the non-domestic rating system with caravan site operators paying uniform business rates .
