Art 3 brought into force on 1st April 2005, in relation to England, the following provisions of the Act in so far as they are not already in force: s55 (time in which Secretary of State to take decisions) and Sched 2 (timetable for decisions). Art 4 makes a saving for the purposes of the provisions contained in Sched 2 to the Act.
