Argues that contractors are maximising profits by spending minimal amounts of money on design. Inexperienced public sector clients, a lengthy bidding process, and discussions dominated by contractors are hindering the creation of attractive and functional buildings. Argues that a number of policy interventions are needed to ensure that PFI delivers quality design on every project. These include the appointment of a client design adviser for each project, and the closer involvement of clients at the design stage.
