Finds that most local authorities do not believe that they will be able to meet the demand for affordable housing in the next three years. Highlights the challenges faced by local authorities and government in addressing the provision of the large number of affordable homes necessary but shows that good progress is being made to increase the numbers of affordable homes and to build them more efficiently. Recommendations are made to national, regional and local bodies to improve the speed of housing delivery and to reduce the unit cost of homes. The ODPM has published a response to this study.
