Summary, etc. Investigates the outcomes from s106 schemes in terms of both value for money and building standards and quality and also identifies lessons from the procurement process which could form the basis of good practice guidance. Evaluates the housing provided through eight different planning agreements in Leeds and York and finds that most schemes comprised off-the-shelf purchases of homes built by private house builders. Suggests that the housing associations acquiring them were more concerned with doing the deal than ensuring that the homes met the quality and space standards required when receiving Housing Corporation funding. Sees registered social landlords as being in a relatively weak position when negotiating deals because of differences in their culture and negotiating styles compared with the private sector. The study also suggests a number of impediments to the successful operation of planning gain policy.
