This should include statutory powers for Natural England to create a coastal corridor around the UK, creating and improving access where necessary. It is expected to cost £5m per year over 10 years. Infrastructure improvements would be carried out subject to planning regulations and local interests. There should be a working presumption against paying for public access to the coast. Responses are due by 11 September 2007.
